This conference fits into the context of the French presidency of the EU and the various initiatives undertaken at the European level on climate, environment and risk prevention. It does not address the issue of climate change as such, but should be viewed as a natural entry point to addressing the topic of national policies for natural disaster prevention with an entire European outlook. The purpose being, for the coming two days and a half, to highlight emerging factors and responses to the development of a truly European culture of prevention.
